What Is the CUP?

The CUP (Canone Unico Patrimoniale) is a municipal fee that combines several local charges — historically known in part as TOSAP and ICP — into a single, unified payment. 

It applies to:

  • permanent or market-related occupation of sidewalks, plazas, and outdoor areas;

  • advertising structures and displays visible from public spaces;

  • permissions for vehicle access points (driveways) crossing municipal property. 

This levy supports the maintenance and regulation of shared urban spaces and ensures fair use across businesses and private users.

Payment Must Be Made Through pagoPA

All payments must be completed using pagoPA, Italy’s national digital payment platform for interactions with public administrations. pagoPA provides a secure, transparent way to settle fees and taxes online, with a record of your transaction for official purposes. 

It’s important to note that the rates for 2026 have not changed from the prior year — if you paid last year, you’ll pay the same amounts this year. 

Who Needs to Act Now

The deadline applies to:

  • proprietors of cafés, bars, and restaurants with outdoor tables or displays on sidewalks;

  • retailers with signs or advertisement structures facing public streets;

  • anyone with a permit for a driveway or vehicle access over municipal land.

Missing the January 31 deadline may result in penalties or interest added to the due amount, as consistent with local tax rules.
